Dr. Moore brings a distinguished public health career spanning over four decades, including his role as Assistant United States Surgeon General and Rear Admiral in the U.S. Public Health Service (USPHS). Until his retirement, Dr. Moore served within the U.S. Department of Health and Human Services (HHS), where he was the principal official for global development support, with a special focus on health infrastructure in Africa and developing regions across Asia and the Caribbean.
As the former Chief Veterinary Medical Officer for the USPHS and Senior Epidemiologist with both the CDC and the FDA, Dr. Moore is internationally regarded for his pioneering contributions to medical device epidemiology, infectious disease control, vaccine evaluation, and public health preparedness. He is credited with founding the FDA’s first epidemiological fellowship in medical device safety and is widely acknowledged as the “Father” of Medical Device Epidemiology.

His scientific and policy influence spans six continents, where he has contributed to sustainable disease surveillance, diagnostic innovation, and biosecurity strategy.
Currently, Dr. Moore serves on numerous scientific and corporate advisory boards, including Immunomic Therapeutics, ImQuest Life Sciences, HemoBioTech, Cannabis Science, and Biodefense Gamma LLC. He is the Founder and President of PH RockWood Corporation, and a Senior Fellow at the Potomac Institute for Policy Studies.
He has authored over 100 scientific publications and held advisory positions with institutions such as the NIH Fogarty International Center, Johns Hopkins, University of Michigan, George Washington University, and the University of Hanoi. His contributions to public health have been recognized globally, including gubernatorial appointments, board leadership roles, and honors for his service to health and humanitarian causes.
